How is this jacket from express suppose to fit?

I have that Jacket in Large. When it is zipped up, I cant really do a full circle with my arms, and I cant really bend my arms back all that much, as in if my arms are bent, and I go back with them, it gets tight in the chest/shoulder area. also if I bender over it gets to tight in the back area to bend over to say tie my shoe. It fits fine if I put my arms out infront of my though, only a little tight in the upper arm area.
Is that how its suppose to fit, or should I try out a XL?
I think you should probably try a size larger. It looks like it supposed to be a bit loose fitting, not second skin tight.
